How Personalist Parties Undermine State Capacity in Democracies

How do political parties shape state capacity? We argue that democratic leaders backed by personalist are more likely than other to undermine impartial administration. Personalist those where the leader has control over party senior elites. Elites in these have careers closely tied leader, unlikely normatively value an impersonal bureaucracy, and lack collective action capacity independent from leader. Therefore, less restrain undermining Results various designs for causal inference show personalism decreases administration, particularly when controls a legislative majority. However, does not influence dimensions of capacity, such as fiscal or territorial control. The findings implications how enable democratically elected erode open-access societies ultimately, democracy.
